The President Of The Universe mentions, in the episode "Let's Fight To The End", that he created glorbs to make the universe as fun as possible. Based on this statement we can see that the President Of The Universe's actions are motivated by his desire to make things more fun.

He likely outlawed AUM because of the obvious threat it poses to the verse, but didn't completely erase AUM from existence because he can see that it makes the universe more fun. This same logic applies to why the President Of The Universe doesn't just erase villains from existence or depower them (He was the one who empowered them in the first place). He thinks the battle between super powered heroes and villains is fun, so he allows for said battles to continue.

If the use of AUM stops being fun, and the President Of The Universe is truly all powerful, then the President Of The Universe likely would use his power to make it fun again.

K.O. was at most one year old when AUM was outlawed, but characters like Rad and Enid would have been alive during a time when it wasn't illegal to use AUM. It makes you wonder how common place AUM might have been the years before it was outlawed, and if there happened to be an inciting incident a decade ago that made it necessary for AUM to be outlawed.

A Fan Theory : The Inciting Incident - AUM Outlawed!

Strike is the main antagonist of the episode "Crossover Nexus". He uses dark magic and has the ability to travel to other universes. He is an adult that is significantly older than K.O., and he likely would have been a young adult a decade ago.

It may be possible that Strike is from K.O.'s universe. Over a decade ago, he could have studied AUM at a witch college (Like the one Enid goes to in the episode "Thank You For Watching The Show"). He could have been talented with technology, like Dendy, but been less magically gifted than his peers.

He could have become jealous of the power of his peers and wanted to claim their power for himself (Just like Shadowy Venomous). He could have used his technical know how to create a prototype of the weapons he would later use in "Crossover Nexus" to steal the magical power of some of his fellow students. Their magical power combined with his feelings of greed and jealousy could have unlocked his latent magical potential, allowing him to master AUM. 

Using his newfound power he could have wreaked havoc across the school, until P.O.I.N.T thwarted his attack and forced him to retreat into the multiverse. This attack could have been the inciting incident that led to the government outlawing AUM, now that they were painfully aware of how dangerous AUM could be in the wrong hands.
